Understanding the Internet Transactions Act of 2023: A Year After Its Passage

As the Republic Act No. 11967, or the Internet Transactions Act (ITA), marks its first year after being passed into law, Representative Ferjenel G. Biron, Chairperson of the House Committee on Trade and Industry, provides a deeper insight into the law’s journey and what lies ahead for its full implementation in May 2025.

In his message, Representative Biron emphasized the significance of the public’s involvement in the crafting of the law. Multiple dialogues and consultations with various stakeholders played a crucial role in ensuring the law was both effective and comprehensive.

Key Points Highlighted by Representative Biron:

  1. Stakeholder Collaboration:
The law’s success can only be achieved through the continuous cooperation of all Filipinos, from government agencies to private sector actors and the general public. Dialogue and cooperation remain vital to the ITA’s full implementation.

  2. Oversight by the E-Commerce Bureau:
The E-Commerce Bureau will play a key role in overseeing the implementation of the law, ensuring that its provisions are enforced and that it leads to a secure and trustworthy e-commerce environment.

  3. Full Implementation in May 2025:
With its official implementation scheduled for May 2025, the ITA aims to improve the digital landscape in the Philippines, enhancing consumer protection and creating a safer online marketplace for all Filipinos.

Through the ITA, the government seeks to build a secure e-commerce ecosystem, ensuring that Filipino consumers and businesses can safely engage in online transactions, fostering trust and confidence in the digital economy.
